Specification

Institutions must be able to implement policy decisions relating to the system scope (who contributes to the system, in what languages?), intellectual control (how are materials arranged and described?), administrative control (how are work flows internally managed), and physical control (how are materials stored and preserved). The application must be flexible enough to support diverse systems of control.
